Kathy, it is not only possible but actually rather common for Bald Eagles to move nest sites or even maintain more than one site within their territory. Your observation is important because one adult has been seen consistently and you also believe you heard an eagle calling from inside the wooded area. If perhaps they have a new nest the female could be incubating and since they exchange duties there would be only one adult free at any given time. They also call in recognition when one adult arrives to relieve the other of nesting duties. Observers should be alert to this possibility!
On the other side of this possibility is the fact that there have been no observations of the adults carrying nesting materials to a new nest, which takes a lot of work.
